Shannon Ramsey-Chessman is the Clerk Ad Interim for Palm Beach County. She was appointed to the position by Chief Judge Glenn Kelley effective August 18, 2026, following more than two decades of service with the Clerk of the Circuit Court & Comptroller, Palm Beach County and nearly three decades of experience in government finance. 

Shannon is well versed in all aspects of the Clerk’s office, leading day-to-day operations and serving as Chief Information Officer since January 2021. She served as Chief of Staff, Chief Deputy Clerk and Chief Information Officer under Joseph Abruzzo, and serving previous Clerks in the roles of Chief Operating Officer, Chief Operating Officer of Finance, Director of Finance Services and Manager of Budget and Financial Analysis. 

Her 29 years of public sector experience also includes working with Palm Beach County’s Office of Financial Management and Budget, the 15th Judicial Circuit, and the Martin County Clerk of the Circuit Court and Comptroller.

Her roots in Palm Beach County run deep. She grew up in Palm Beach County and is a member of Palm Beach Gardens High School’s Class of 1989. Her children are all graduates of Palm Beach County public schools, and she happily volunteers her time each year as a judge for the Future Business Leaders of America competitions and as a mentor to local college students. 

Shannon is a graduate of the Leadership Palm Beach County class of 2011 and served on the organization’s Finance Committee. She was a finalist for Leadership Palm Beach County’s 2022 Leadership Excellence Award in the Public Sector category. She is an enthusiastic supporter of Barky Pines Animal Rescue & Sanctuary. 

Shannon’s commitment to public service and community extends beyond Palm Beach County. She served as president for the Florida Government Finance Officers Association from June 2021 to June 2022 and previously served on the organization’s leadership team as Secretary/Treasurer. Shannon has been a member of both the state and local chapters of the Florida Government Finance Officers Association (FGFOA) for more than 20 years, serving as a past president of the local Palm Beach chapter, and a member of the Legislative Committee and Board of Directors for the state chapter. She also served as a state representative for the national Government Finance Officers Association (GFOA) and is a member of the Florida Institute of Certified Public Accountants.  

Her expertise is called upon frequently by the Florida Court Clerks & Comptrollers association to serve on committees, provide analysis on proposed legislation and give guidance to Clerk’s offices in need of extra help during emergencies. She was twice named as FCCC’s Clerk Staff of the Year for consistently going above and beyond to help Clerk’s offices throughout Florida. 

In December 2024, Shannon was recognized by StateScoop as a GoldenGov County Executive of the Year. Shannon was one of 33 county-level executives nominated from across the country for the award, which StateScoop notes “honors the best and the brightest who make state government more efficient and effective.” 

Under Shannon’s leadership as Chief Information Officer, the Clerk’s office was named in August 2025 as one of the inaugural winners of the Center for Public Sector’s AI 50, alongside organizations including Cisco, Miami-Dade County and the Texas Department of Safety. The Clerk’s office was recognized as one of the top organizations in the United States for transforming government with artificial intelligence. 

Shannon is a Certified Public Accountant (CPA) and a Certified Government Finance Officer (CGFO) with a Bachelor of Business Administration degree from Florida Atlantic University.   

Shannon lives in Wellington with her husband Noel and their dogs.
