Clerk & Comptroller’s Office Awarded Top Honors for Excellence in Financial Reporting

The Government Finance Officers Association gives three highest honors to Clerk’s financial reports 

WEST PALM BEACH, FLA. (November 1, 2018) – For the sixth consecutive year, the Clerk & Comptroller, Palm Beach County, has earned the top three honors for financial reporting awarded by the Government Finance Officers Association (GFOA).

The prestigious “triple crown” recognition was given to the Clerk’s office for producing financial reports that provide transparency to the public by detailing how Palm Beach County tax money is budgeted and spent.

“It is an honor to be recognized as a national leader in financial reporting and governmental transparency,” said Clerk & Comptroller Sharon R. Bock, Esq. “This is a tremendous credit to my team and speaks volumes about their professional skills and their dedication to providing the highest standards of financial information to Palm Beach County and its taxpayers.”

The Clerk’s office is one of only 250 governmental agencies in the United States to receive all three GFOA awards. The GFOA is a nonprofit professional association that offers benchmarking and independent analysis of public accounting practices and financial reporting.

The Clerk’s office was awarded the “Certificate of Achievement for Excellence in Financial Reporting” for the FY 2017 Comprehensive Annual Financial Report, or CAFR, marking the 29th consecutive year the office has received the distinguished award.

The Clerk’s office also received GFOA’s awards for “Outstanding Achievement in Popular Annual Financial Reporting” for the office’s 2017 Popular Annual Financial Report, or PAFR, and the “Distinguished Budget Presentation Award” for its budget report for Fiscal Year 2018.

The Fiscal Year 2017 edition of the Popular Annual Financial Report (PAFR) titled Checks & Balances: Your Guide to County Finances earned its 12th consecutive outstanding achievement. Clerk Bock created Checks & Balances after her election in 2004 to give citizens a better understanding of Palm Beach County’s finances and about how government works. The report is designed to be an easy-to-read guide.

Information in the PAFR is drawn mostly from the more detailed CAFR, which contains more than 200 pages of financial data for Palm Beach County and five independently-elected countywide constitutional offices.

In June, the Clerk’s office received its sixth consecutive “Distinguished Budget Presentation Award,” the highest honor given by the GFOA. The 260-page budget report outlines the Clerk’s $68.5 million budget, strategic plan and financial policies.

As the independently elected Chief Financial Officer of the County, the Clerk & Comptroller’s office provides a check and balance as the accountant, treasurer and auditor for Palm Beach County, handling finances, investments and County financial reporting.
