Annual “State of the County” address also details county’s financial health

WEST PALM BEACH, FLA. (May 21, 2013) - As Palm Beach County's economy improves, now is the time for Palm Beach County's Board of County Commissioners to enact comprehensive policies that will save money for the future, Clerk & Comptroller Sharon Bock told commissioners during her annual "State of the County" address on the County's finances.

Comprehensive policies on issuing debt and building up the county's reserve funds would allow commissioners to keep the county on solid financial ground, while also increasing transparency and trust in government, Clerk Bock said.

"With the economy continuing to improve, it is both wise and prudent to plan now for the future," Clerk Bock said. "Adopting policies on debt and reserves will give present and future County Commissioners the guidance they need to make wise decisions with taxpayer dollars."

Other recommendations Clerk Bock made to County Commissioners include:

  • Using a strategic approach to developing and aligning the budget with Board-directed priorities.
  • Increasing use of technology such as pay cards and an automated time and attendance system.
  • Implementing a long-term financial plan prior to issuance of additional debt.

Tuesday's presentation was the seventh consecutive year that Clerk Bock - acting in her role as the County's independently elected Chief Financial Officer, Treasurer and Auditor - offered recommendations to County Commissioners during her annual "State of the County" address.

Also on Tuesday, the Clerk & Comptroller distributed the latest edition of Checks & Balances: Your Guide to County Finances to County Commissioners and everyone in attendance at the Board of County Commissioners meeting.

Both Checks & Balances and the financial report to the Board of County Commissioners are based on the Comprehensive Annual Financial Report, produced each year by the Clerk & Comptroller's financial division. These award-winning financial publications, which include the Annual Investment Guide and Annual Debt Guide, can be found online at www.mypalmbeachclerk.com/countyfinances.
