The Clerk & Comptroller provides non-interest bearing escrow accounts for payment of Recording and other services, such as Index/Photocopy fees.


Benefits of an Escrow Account

  • Documents are not rejected due to shortage of monies.
  • Index/Photocopy orders are processed upon receipt of request.
  • A customer-defined dollar amount threshold is monitored for each escrow account. Upon reaching that balance a notification to the customer is provided by phone, fax or email.
  • Monthly activity statements are provided for each escrow account. Statements include deposits, receipt numbers, fees for each transaction and the current escrow balance.

Services That Can Be Paid Out of Escrow

Examples of services that can be paid out of escrow accounts include the following list.

  • Recording fees
  • Copies
  • Document certification
  • Abstract fees (for real estate)
  • Search fees (for reference or lookup)
  • Index fees
  • State documentary stamps
  • Intangible tax (For any Deed or Contract for Deed)

Establishing an Escrow Account

To qualify for an account, you must:

  • Have no instances of checks (made payable to Sharon R. Bock, Clerk & Comptroller) returned due to insufficient funds or closed accounts.
  • Complete and submit an escrow agreement to the Recording department (see instructions below).
  • Make all escrow deposits in the form of cash, credit card, check, or money order, made payable to Sharon R. Bock, Clerk & Comptroller.

To open an escrow account, complete an Escrow Agreement Form and submit it with an escrow deposit to the Recording Department. The amount of the deposit is based on your discretion. All initial escrow deposits must be made by cash, check or money order and must be payable to the Clerk & Comptroller. You will be notified of your escrow account number by mail, upon receipt of your deposit.

Using Your Escrow Account

After your account has been established, the appropriate transmittal form should be used for the below.

Recording Documents

  • Submit all documents with a Recording Transmittal Form or cover page
  • Indicate the escrow account number to be debited.
  • Do not write the escrow account numbers on the document(s) to be recorded.

Requesting Index/Photocopies

  • Submit a Transmittal Form or letter of correspondence requesting the services to the Photocopy department by mail or fax. Note: This documentation is not required with phone requests.
  • Indicate the escrow account number to be debited.
  • Orders must be signed for in person when order is picked up.

Escrow Account Balances/Statements

  • The threshold balance is initially determined by the customer (you) and indicated on the escrow agreement.
  • Upon reaching that balance, a notification is provided to you by phone, fax or mail.
  • You must maintain adequate escrow funds so that all transactions submitted can be processed.
  • Escrow accounts may be replenished with a deposit at any time, by cash, check or money order. Deposits may be mailed or delivered to the Recording department (at the address above).
  • Activity statements are mailed monthly. Statements will include deposits, receipt numbers, fees for each transaction and the current escrow balance.
